Made some styling nitpicks - @john.money I think we'll need a views.inc file as well for this to work, I'm guessing it was just missed in your patch. Do you have it locally still?

I committed an MVP based on the original patch, the only thing I didn't include is a default View, as I'm not totally sure what I want that to look like yet.

I think ideally we would want assignee fields, and a per-user dashboard that could should you things like recent notes, notes on your content, and notes assigned to you. This should be approached in follow ups.
