Pager isn't showing on first menu item

(Why the issue was filed, steps to reproduce the problem, etc.)

When I have a pager for a menu, it shows on all pages except for the first menu item. I have tested both the dev and stable branches and the problem occurs with both of them. See the attached screenshots. "Custom Skills" should have a link to the next menu item and it doesn't. The theme that I'm using is Bartik.

Proposed resolution

There should be a link to the second menu item on the first menu item's page.
