The README seems to repeat the same permission ("Edit users with no custom roles") but describes it differently each time:

Edit users with no custom roles
  Allows editing of any authenticated user that has no custom roles set.

Edit users with no custom roles
  Allows editing of any authenticated user with the specified role.
  To edit a user with multiple roles, the sub-admin must have permission to
  edit ALL of those roles.  ("Edit users with no custom roles" is NOT needed.)

As I'm just getting into this module, I'm not sure which section should say what.

Administer Users by Role module Give permission to user set new role.
Roles you create yourself receive any permissions you give to authenticated users automatically.
Not specific section set in use of this module.You give Grant permissions to the new role.
If you check any of the permissions for anonymous users in the access control page.

Well spotted. The second one should say "Edit users with role XXX".
