I try to view my user profile on drupal.org by going to https://www.drupal.org/user/3508045 and I get an "Access denied" page saying "You are not authorized to access this page." when I am not logged in. I can view it easily when logged in but is it possible to view without login?

Please advise. and Thank you in advance for your help.

That is by design: User profiles of new accounts are not visible from anonymous users.
