Pretty sure this has happened before. In the meanwhile, though, linking a different known issue with Locale tests (not the same fail).

The problem is the installer reaches out to the l.d.o server before there's any configuration to tell it not to. I looked into this once - I remember thinking it is mighty tricky to fix because you have no site - you are in the super early installer.

Yeah we did what we could to tell tests not to reach out to l.d.o, if we can move that earlier in the installer bootstrap that would help. The *theory* is that no tests need l.d.o (we mock it where we test related functionality), so the reaching out to l.d.o is an anomaly.

This is un-RTBC'ing every single RTBC issue, in the order that they're being re-tested.

#2765525: Add AJAX command to add style sheets to CKEditor instances was un-RTBC'd twice already.

Can we pause testing of RTBC issues? Because this is going to make it impossible to know which issues were RTBC the longest. Given enough time, 100% of the RTBC queue will be un-RTBC'd — currently still 32 issues.

Since it is always the same NodeTypeTranslationTest failing we should disable the offending test method immediately to stop disruption for other issues. After that come up with the real fix. That brings back confidence that the latest HEAD branch is always green.

Core issue to do that: #2828143: Stop tests like LocaleConfigTranslationImportTest from failing if l.d.o becomes unavailable

l.d.o had some confused mount points as part of some infrastructure work we were doing, which caused the .fr translation to 404, which cascaded into all the tests breaking.

We've fixed the issue, so the tests should stop failing now. Im going to look into seeing if we have a 'stop RTBC re-testing' switch somewhere.
