Allow submodules to define default values at install time

The D7 module has a number of defaults assigned, the D8 version only has a few. This is because of an architectural limitation that stores the defaults using standard core configuration items that keeps all meta tags for a given entity type in one configuration, rather than maybe splitting that out further or adding a hook / event which might allow existing configuration to be modified when another submodule is installed.
