Actually I believe our contributor instructions do say to relate the duplicates; I find it useful in order to review other discussion of the bug in context and to identify issues that are reported a lot. So adding it back for now. Thanks everyone!
This issue is also causing problems for Drupal 7 sites running on PHP 7, that had been previously been running on PHP 5 and relying on these settings. Adding the needs backport to D7 tag.
