Companion to #2819879: Add quietone to MAINTAINERS.txt for Migrate and Migrate (Drupal) subsystems

There is someone awesome that does some great work for migrate.

Proposed resolution

Add them to MAINTAINERS.txt, and curse them for all eternity.

Committed b156d13 and pushed to 8.3.x and 8.2.x. I've also added "maintain issues" permission for core and membership in the g.d.o/core group. Thanks @heddn!
