Thank you very much for the quick reply.
I think your current patch works very similar to the existing Download File option.
I was looking for a target formatter that works similar to Download Link in that I can specify the link text, but in addition I can also have the file open in a new tab/window.

Thanks for clarification. It seems that download link option is coming from "File Entity (fieldable files)" module. Please confirm this. If so, please move this issue in proper module issue queue. I will be happy to help once you confirm.
