In a clean install of Octane (child distro of Lightning), the configuration in Lightning features such as Lightning Layout is being shown as "new detected", even though the proper configuration *.yml files are in the module config/install folder.
Perhaps this is related to inherited profiles? (#1356276: Allow profiles to define a base/parent profile) Need to investigate more.
One other user reported not being able to use "drush features-import lightning_media" with error "No such feature installed: lightning_media" which might be related although I haven't been able to reproduce that one yet. But if Features doesn't think this module is really installed, that could cause the issues. (but it shows as installed on the Features page)
Edited: Notice that when Editing the feature, nothing is marked as blue/detected. So I think this is just an issue with the main Features UI form display in handling what is new or not.

mpotter commentedOK, looks like the problem was an incompatibility with the inherited profile patch. Features was clearing out the profileDirectories array instead of using the existing value so it wasn't picking up modules within the base profile (Lightning). Here is a patch.
