I recently updated my bootstrap module to 7-x.36 and now the gmap block is not showing at all. I tested this by changing my theme to bartik and sure enough the gmap did come back as expected. I was running version 7.35 previously and everything was working as expected.

Considering you just filed another, seemingly, related issue... my guess is that you also updated jQuery? Maybe it got disabled somehow or there's an error in your custom JS somewhere? Or perhaps some other project you upgraded at the same time is what's breaking the JavaScript engine.

Regardless, please try and debug your own site upgrade (i.e. upgrade one thing at a time and see what breaks) before filing an issue with any project. I can guarantee you that it isn't an issue with this project.

I upgraded both bootstrap and ctools but did so separately. The only reference for any jquery mods was in the ctools updates which references an issue with the module. After testing both (even thou in bartik and another custom theme) my assumptions are with the bootstrap 7.36 release. There is something conflicting here. I've tested enabling each module independently and get positive results when uninstalling bootstrap. Thoughts?
