Not sure if this is by design, but once a user casts their vote they cannot change it.

Example, I accidentally press the 'Dislike' button and want to change it to 'Like'

Is this possible or not what this module is meant to allow?

I have checked the latest version of this module on Drupal 10. Now I am able to switch between the Like and Dislike choice. User is able to change the vote.
