Panels 7.x-3.8 is going to be a bug fix and general feature release.

In the interest of getting Panels 7.x-3.7 out quickly, we're limiting it to regressions caused in 7.x-3.6 or connected with Panelizer 7.x-3.3.

Could really use this release. Having multiple sites impacted by this, have lost IPE access.

Hosting restrictions prevent me from rolling the patch

We missed 9/16 - maybe we could aim for 10/7?

There's some important issues that still aren't committed yet - I'm mainly thinking of: #2787637: Page manager gives access denied when managing newly added variants to tasks other than 'page' and #2790075: Not Authorized when managing flexible layout
