It would be help if, when someone is granted access to co-maintain a project, an email was sent to them to notify them of the change.

Good idea. I think this could be a generic project module thing.

I'd like this to generally match the core notifications, like how a user can be notified of a new account. (www.drupal.org isn't using Rules and does not plan to.)

Attaching the patch file to send the notification to the new maintainers of the project. This adds an additional settings to the project settings page to set the notification data.
