While importing permissions from site1 to site2, If site 2 is having certain permissions which are already set.
Suppose I am removing particular permission in site1 and importing new permissions to site2 from site1 then in site2 old permissions are not removed only new permissions are added.

Currently, permissions export module is not having functionality to revoke old unwanted permission in site1.

I just reviewed the patch and it seems ok to me and applies properly on current dev.

Most importantly, it does the job and should be included in a new release in my opinion if possible.
