After upgrade Drupal to 8.1.3 I got big list of themes in Uninstalled Themes section on page Appearance. These themes are:

- Twig registry loader test theme 8.1.3
- Update test base theme 8.1.3
- Update test subtheme 8.1.3
- User Test theme 8.1.3
- Views test theme 8.1.3
I've found article that explain how to hide themes and modules in admin interface.
After code review and local tests I can say that all listed themes related to tests in core.
As example, file that described test theme "Test theme with a too long name":
core/modules/system/tests/themes/test_theme_having_veery_long_name_which_is_too_long/test_theme_having_veery_long_name_which_is_too_long.info.yml
Content:
type: theme
core: 8.x
name: 'Test theme with a too long name'
version: VERSION
When I add new string:
hidden: TRUE
and refresh Appearance page theme Test theme with a too long name disappear from list of Uninstalled Themes.

cilefen commentedWhat you are seeing is not normal. Test themes in test directories should not be seen in the UI. Do you by any chance have $settings['extension_discovery_scan_tests'] = TRUE; in settings.php?
echoz commentedOr in the settings.local.php. It's set to true in the example.settings.local, just switch it in your settings.local.php to FALSE.

dawehnerThe same thing indeed happens on the modules page, so yeah, let's say it works as designed :)
eangulo commented#3 setting 'extension_discovery_scan_tests' to FALSE works!
