Description:
In Drupal 8.1.X and earlier, date-only fields have an implicit time set on them (noon UTC, set in datetime_date_default_time()), and had time zone handling.
In Drupal 8.2.X date-only fields do not have time zone handling applied.
This change was introduced to prevent date rollover problems in time zones near the international date line, where the time offset was 12 hours or greater.
