The permission to add content of various content types magically adds no menu item for adding content in the toobar while the permission to access the administration and help pages adds the structure menu item with absolutely no further menu items and strangely also adds the menu item for the website configuration, including all sub-menu items. Clicking any of those results in an empty page.

Obviously, if the user does not have the permission to access the website configuration, the menu item shouldnt appear...

This seems to be a duplicate of #296693: Restrict access to empty top level administration pages so I'm going to close this off, but I updated #296693-192: Restrict access to empty top level administration pages so that @sic will get credit when this is fixed for reporting it separately.

Also just a note that the admin_toolbar_links_access_filter provides a fix for this until it's fixed in core, as part of the Admin toolbar module.
