I didn't see an issue specific to this.
I noticed when looking at org pages the credit computed for the last three months seems to count issues with a credit and sort by date. This looks to include any issue by date. So if someone comments on an issue that was closed six months ago, it shows up at the top of the list. The comment is recent, but the credit is six months old.

drummWe actually have a straightforward fix for this now with #1423530: Help project maintainers manage RTBC queue on a first-in, first-out basis. The last issue status change field will be a bit more accurate to sort on.
