The documentation in "Create a Zen 7.x-6.x sub-theme" states, "The Gemfile file in your new sub-theme contains the versions of all the Ruby software you need." However, no Gemfile is included in the theme or starterkit. When I run bundle install terminal returns "Could not locate Gemfile or .bundle/ directory."

These instructions differ from the starterkit README file.

I looked through the releases and I see that since 5.x your moving away from Gem-based build system, so the Gemfile has been removed and is no longer necessary.

Yep. The ruby gem system got removed before 7.x-6.0 release and it looks like I missed some doc references.
