Panels does not work with the 8.x dev version from April 1. If you make a new panel page, the 'content' tab are not available, so you cannot add any content/panels. Reverting to the alpha 23 version fixes this problem.

This looks to be related to the switch to using CTools' Wizard API. Panels is working on a patch to start using the Wizard API here https://www.drupal.org/node/2697587 .
