Description: 

Node's have had a user and timestamp field for revisions for a long time, but BlockContent doesn't.

Now BlockContent has two new fields revision_created and revision_user. These are both populated when the BlockContent form is submitted.

With these two fields the BlockContentInterface also implements RevisionLogInterface. This adds a number of getter and setter methods for the fields.
