Previously, \Twig_Error_Loader exceptions coming from Twig itself were caught and displayed via drupal_set_message() which has a couple of problems, one being that it introduces other dependencies for displaying the error message. This could cause template loading errors in html.html.twig to never be displayed, making those situations very difficult to debug.

As of #2706683: Don't convert twig exceptions to drupal messages we let the exception bubble up to the top rather than catching it and trying to display it nicely.
