Remove @file declarations on OO files [#2712407]

Remove @file declaration from some files to be in line with revised Drupal standards #2304909: Relax requirement for @file when using OO Class or Interface per file.

This issue should be addressed at last minute before beta/rc as to reduce interruptions with work in progress issues.
