Coming from the long discussion at #2490332: Evaluate whether to replace drupal IRC channels with another communication medium, let's build out a handbook page with some suggested resources for IRC clients. This list should include things like freenode's web client, IRC Cloud, pidgin, hexchat, xchat, adium, etc.

For anyone working on this. Here's already a landing page for IRC related documentation here https://www.drupal.org/irc, so whatever we do we should build off of that.

It also looks like this page https://www.drupal.org/irc/setting-up already contains a list of recommended IRC clients. My recommendation is that for now we work on updating that list, and the documentation on that page.

I have cleaned up https://www.drupal.org/irc/setting-up a little bit and added a mini TOC at the top so the list of recommended clients is easy to find. When the missing clients (?) are added, I think the issue should be closed.

The updated pages looks good to me. And accomplishes the primary goal from this issue which is to list some common IRC clients for people to use. Thanks for taking a look.
