This just leaves the files in core/scripts - know what the permissions should be here is tricky since even on D7 some of the scripts have execute permission.

I applied the patch and checked the before/after to be sure core/scripts retained the permission.

Couldn't see any reason not to cherry-pick to 8.1.x.
