The config defaults to "Filtered HTML" for a standard Drupal installation. The format should be "Full HTML" by default (if available), to ensure the default H2 tags will display properly.

In my case I must:
- create a text format called "clean"
- disable CKeditor as editor for that text format

otherwise all tag are stripped.
