The title callback for 'admin/config/search/search_api/index/%search_api_index',
function search_api_admin_item_title(),
is currently sitting in search_api.admin.inc.
This file is not always included, when a title callback is needed. E.g. when building breadcrumbs.

Therefore the title callback should be moved to the main search_api.module file.

Thanks a lot for reporting this! That problem has annoyed me for quite some time now, but never enough to actually go and find out what causes it.
The attached patch seems to fix it – please test!

Would have been nice to have a second pair of eyes, but I'm quite confident that this doesn't break anything and fixes the problem.
