Here is a patch from #2550879-134: Use CTools Wizard API to add/edit Pages (and move plugin UI using PluginWizardInterface). It's out of date, but at least gives a starting point and idea for what needs to happen. The base routing stuff should all be the same, just the places we need to update may not be.

Quick note that we need to remove Page::urlRouteParameters as part of this.
