Problem/Motivation

In this issue #2684097: Refactor legends was added the "tmgmt-legend.html.twig" file with 4 space indentation instead of 2 space indentation specified by Drupal.
Also in this issue #2673866: Introducing twig templates for progress bar was added the "tmgmt-local-progress-bar.html.twig" and the "tmgmt-progress-bar.html.twig" files with wrong indentation.

Proposed resolution

Indent it using 2 spaces.

Twig coding standards
It doesn't really says 2 spaces, but it's used everywhere in core like this so we fallback to the general coding standards of Drupal that says 2 spaces.
