It really should only expand to as wide as required by the text.

According to #2480515: Code blocks should show 80 characters without wrapping, this hover behavior got reverted in a deployment just now, so I think we can close this as a duplicate of that for now?

No, this is an issue with code filter itself when using the hover option and not just on drupal.org.

This should sort it. It's basically a revision to the pre-prism code, plus a few small tweaks to support prism.
