Notifications not automatically added to posts when setup

In a clean install of OA60.
1) create a public space 'testpub'
2) add a member fred to the space.
3) create a discussion section with notifications overwridden,
a) I've added testpub(space) to receive notifications.
4) No notifications are sent.
5) When I create a discussion post, the testpub space members don't turn up in the notifications. I need to add 'testpub(space)' to the notification widget for them to receive notifications. Shouldn't 'testpub (space)' always be automatically added to receive notifications for each post since I've set up notifications for the discussion section? Am I missing something?

I would like whatever is set for the notifications for that section to be automatically added to the notifications widget of content for that section. I think this was default behavior in the past but is now missing? My understanding of oa_notifications is this should be normal behavior and so I have not put it in as a feature request but a bug. Please correct me if I am wrong.
