Would it be possible to expire all nodes selecting a taxonomy term which is changed (corresponding to expiring all terms that are selected in an expiring node) ?

Unfortunately expiring all nodes which contain the taxonomy term, which is changed is missing on the ticket you mentioned.

This is an additional feature request for enhancing the features implemented on https://www.drupal.org/node/2201913.
