'list_default' is the default formatter for the Workflow field widget, which is defined in the List module. The List module is not marked as a dependency for Workflow, though.

If the List module is not enabled, a PHP notice is displayed when viewing a node that displays a Workflow field:
Notice: Undefined index: module in FieldInfo->prepareInstanceDisplay() (line 628 of [...]/modules/field/field.info.class.inc)..

A PHP notice is also displayed on the Manage Display screen for a Content Type that includes a Workflow field:
Notice: Undefined index: label in field_ui_formatter_options() (line 1508 of [...]/modules/field_ui/field_ui.admin.inc).

Add List as a dependency to Workflow.

The patch needs an update to automatically enable the list module.
Is List module also needed if the default Workflow Widget is used? (with comment and scheduling)

If the List module is disabled, the PHP notice appears on the Manage Display page even when the "Workflow" display format is being used. The option in the drop-down of display formats that would be shown as "Default" (the one provided by the List module) just shows up blank.

Thanks for the reminder to enable List. Here's an update to the patch with a hook_update_N().

Let's check if this is needed in D8 version.... There is already a depedency upon Options module. That's OK.
