Tested patch 2672666-Place_Block_button_bartik-10878424.patch mentioned in #3
Steps followed for testing:
1. Installed Bartik theme and navigated to Block Layout Page.
2. Verify the Place Block on Block Layout page.
3. Apply the patch 2672666-Place_Block_button_bartik-10878424.patch
4. Repeat steps 1 to 2.

Place Block Button is still not looking good in Bartik Theme.
Moving the issue to 'Needs Work" as patch failed the test.
