On Drupal 7.42 using Version: 7.x-1.0-alpha2, I've enabled the TopBar Message module but the Feature module is all grayed out.

The content type doesn't appear unless this is enabled.

Yup, can confirm. Can't enable. Upgrading the priority as it essentially makes the module unusable.

It is because it needs strongarm to be enabled. Not evident on the module page as it isn't listed as a dependency. However, it is listed as a dependency on the features page.
