Enforce consistent .install file layouts

There was a proposal to create a coding standard to specify a particular ordering for functions in module .install files.

The proposal was rejected based on community feedback.

All the discussion happened in #181955: Make .install file layouts consistent but since that issue started off in the core queue and is now back in the core queue, I'm creating this issue as a stub so anyone searching this issue queue for past proposals finds it here too.
