Splitting this out will make the patch at #2550879: Use CTools Wizard API to add/edit Pages (and move plugin UI using PluginWizardInterface) much cleaner and easier to understand.

This is not a blocker for #2550879: Use CTools Wizard API to add/edit Pages (and move plugin UI using PluginWizardInterface), so removing tag/related. However, it may move to pm_ui as part of that issue.
