I am using views to create some blocks shown in the sidebar. Those blocks are vanishing sometimes without any comprehensible reason. The only way to bring them back is, to clear all caches.
I could reproduce the error on two completely different Drupal 8 instances without any contributor modules installed except the Bootstrap theme.
However, as stated above, the blocks are created in Views and consists of the content titles filtered with contextual filters by taxonomy term. There are no errors in the logs.

I think, it is a major bug, as it makes Drupal 8 unreliable and hence unusable for many cases.

Can you export the view definition with via configuration management and attach it to a comment please?

By the way it seems that the problem does not occur for logged in admins. May be a cache or permission problem?

This sounds exactly like #2633308: Views cache contexts are lost (and thus do not bubble) when rendering a view's block display.
