Added the message and test.
But the message created in jobItem is formatted wrong so I created a issue for that #2650130: Html tags showing instead of link in tmgmt_messages.

The last submitted patch, 3: add_a_message_to_tmgmt-2646554-3-test_only.patch, failed testing.

I understood wrong this issue, this was about add a message to Job not add message when saving as completed (that was solved here #2646550: Missing messages with link to resource when saving local task and local task item).

Somehow the message now appears, maybe was solved in this issue #2646592: Fix duplicated task when saving local task, not sure.

But as you can see it appears, and I think this message is enough, so I'll close this issue.
