This file is loaded when the cache is cleared and it will create an empty line at the top of the source of the next request. The cache on my site is cleared using cron and the vast majority of the request to my site is for xml documents.

An xml document is invalid if it starts with an empty line.

I can fix my problem by adding php opening tags at the beginning of this file.

D7 reached its EOL back in January 2025, and there is no active release for D7 for this module anymore.
Development or support is not planned for D7. All D7-related issues are marked as outdated in a bunch.
