Bulk management page for config entities

Follow-up to #2637716: Bulk management page for config objects

Problem/Motivation

As with content entities, we need a way of managing them on bulks.

Proposed resolution

Integrate config entities in the bulk management form.

Code, review, test.

User interface changes

Added a select in config bulk management for selecting which kind of config entities you want to manage. Defaults to "config", which lists the config objects.

API changes

Added getTargetStatuses() to lingotek.config_translation service.

Data model changes

None.
