When you save new settings for region wells, the new settings are not retrieved when you go back to the form. Patch attached.

I can't even define wells on regions. Clicking on the region to get the well dropdown opens a new window which goes to the bootstrap site. Every time .. every region.

@nancygill Seems that it's an another issue. Please open then a new issue about it. But I can't reproduce this on 8.x-3.0-beta-1. Applying wells on regions works fine.
