Problem/Motivation

As it's said in the related issue, Page Manager's Block page display variant builds blocks itself. We're still missing out on the block_build alter hook.

Proposed resolution

- Invoke of the block_build alter hook should be in PageBlockDisplayVariant
- Comparing with BlockViewBuilder, it should have a similar pattern like ::viewMultiple() (using ::lazyBuilder())

@timplunkett: We need to update the the other issue. Based on my current understanding, we need to bring the render process in sync with BlockViewBuilder (again), specifically using a lazy_builder so that the hooks are used in a consistent way. I thought it would be easier to split this up into a separate issue.
