Changing certain theme settings don't take effect until caches are rebuilt

Problem/Motivation

When will the sub-theme functionality be looked at? I does not appear to work for me. I.e .Cyborg theme

I then got the error on the index.php page
"The website encountered an unexpected error. Please try again later."

i went to the admin/config/development/performance manually in the browser and cleared the cache.

Proposed resolution

Add proper cache invalidation to theme settings.
