I ha ve a lot of message in log about :

Warning : uasort(): Array was modified by the user comparison function in Drupal\shortcut\Entity\ShortcutSet->getShortcuts() (line 125 of C:\....\core\modules\shortcut\src\Entity\ShortcutSet.php).

It's come from a php bug : https://bugs.php.net/bug.php?id=50688

For fixed, add @ in the beginig of line 125 in core\modules\shortcut\src\Entity\ShortcutSet.php
Like that :
@uasort($shortcuts, array('\Drupal\shortcut\Entity\Shortcut', 'sort'));

In a nutshell, PHP is confused and logs warnings and the proposed solution is to suppress them.
