This is the third pass at a Drupal 8 port.

Goals:

- Convert all tags to plugins: #2472767: Convert tags into plugins.
- Use Twig for custom tags: #2474505: Switch to Twig templates, remove PHP custom tags.
- Support CKEditor: #2473191: Support CKEditor
- Full test coverage: #2472967: Unit tests.
