The help text of the Administrative Description field reads, "Also used as the icon tooltip when attempting to add an item of this type via the Panels interface." However, this is not the case. Adding a description doesn't seem to make that description appear anywhere except on the bundle edit form.

This patch adds the description to the entity info so it will be picked up as the Ctools content type description.
