Base64 encoded text does not get utf8-encoded [#2614154]

I noticed that email with base64-encoded text, didn't get converted into utf8. This patched solved the problem for us.

The last submitted patch, fix-for-base64-encoded-text.patch, failed testing.

Simpletest is needed to get this patch through tests.
