Optionally add settings for default and admin theme to profile

Problem/Motivation

The profile typically will include configuration related to the default and admin themes.

Proposed resolution

Add an option to the 'profile' assignment plugin to add settings for the default and admin themes.

Requires injecting the configuration factory to be able to read simple configuration.
